Earthquake: a lesson in humility

Yerushalmi (Berachot 9:2) teaches: Elijah [the Prophet] of blessed memory, Rabbi Nehorai said: "Why are there earthquakes?" He said, "because of the sins of [those who do not separate] tithes and offerings to pull their products."

How can one reconcile these two verses?
