Are You Disaster (Tornado, Cyclone, Earthquake) Ready?

How many of you out there are feeling the pain and distress of hearing how these tornadoes, cyclones, earthquakes and wildfires are destroying many people lives? What can you as an individual or group do about this? How can America support these victims of disasters? (Something to think about) I think we should have some type of Disaster Fund from one source that supports the victims, right away.

Businesses, Families and Individuals should be able to access these funds when needed. This fund should be available in all countries and cities at one local department or business; maybe non-profit organizations can make it available. Or what about funding it through the payroll system. What do you think? Remember these disasters, whether tornado, earthquake, cyclone or wildfires can put a financial strain on those who do not have insurance. If this fund is funded through the payroll system, can it be tax deductible at the end of the year. What about setting up this account through the IRS.gov website. With these recent events we should all support in some way.

Many public utilities are privately owned and have enjoyed limited government oversight or interference. The government is all but powerless to correct the lack of oversight and accountability at this late stage and are dependent on the private companies for all the decision and action taking. For reasons mentioned further on, this is perfect storm of failure in the making.

Japanese governance is an extension of norms and culture, which have created this malaise.

Culture

Most will be aware that the Japanese culture and sense of community is very unique in many ways. However, with nearly 25% of the population over 65, growing generational gaps, history and habit of covering up the truth in order to save face, lack of leadership at all functional levels and a group culture of sufferance and stoic resolve in the face of adversity do not strengthen the county or business sectors capacity to plan, manage and respond to crisis. In weakens it.

Internationally, Japanese executives and companies are known for their lack of crisis management plans and decision making. The country and national businesses have enjoyed fantastic economic success and have never seen the need to change or evolve without the pressure of failure or the demand to innovate. This is significantly more so within the ranks of Japanese government agencies. Therefore, they have not embraced or implemented current competencies for crisis management as they have not seen the "need".

Culture often determines the strengths and weaknesses of the planning process but it must be assessed objectively as culture is the one common element to all societies, locations and plans.

Crisis Management Preparedness

The evolution of crisis management and disaster prevention has been accelerated by the acknowledgment that while their may be "acts of god" there is much man can do to plan, manage and respond to such acts without a spiritual belief that one must simply accept ones' fate. This is not the case with much of Japan's executive leadership. Therefore they fail to plan for many natural disasters in an adequate and holistic manner. Most Japanese simply accept disaster, whether secular or religious.

One statement summed up the issue by stating "they had no crisis management because they were never ready for crisis".

Most companies and foreigners in Japan have failed to understand or mitigate against this reality which has left them very vulnerable and greatly affected.

Despite the "first world" label applied to Japan, many parts of the country are still less advanced and from the perspective of a foreigner, signs, language, decision making and government services are still very exclusively "Japanese access" preferred. In time of disaster, access and benefit from any internal resource is further diminished.

I have said before, crisis leadership is always preferable to crisis management but an absence of leadership can be deadly.

Leadership Vacuum

Only the elderly and senior management are permitted to make decisions. This may work in a functioning communications and repetitive work environment but not in a dynamic crisis situation or natural calamity. Lack of communication and a vacuum of independent thought and decision making have compounded the event beyond it's initial occurrence.

No person is to blame for a natural disaster but each and everyone affected or responsible will be judged on how they manage and respond to such events. Most have been found wanting.

Leaders need information to act. You can act in the absence of information but continuos limitations on information and its impact create even more chaos and disaster.

Information Access and Release

Nearly all Japanese businesses and government agencies are very protective of information even secretive, especially around unpleasant or embarrassing information. Cover ups, information filtering, trickle release, lies and lack of understanding play a role and have been demonstrated throughout.

No one received accurate and truthful information as to the state of the affected nuclear plants. Only hindsight will reveal just how wide spread the issue was but it was predictable and evident from the beginning that it would be managed in this way.

Again, cultural trends indicate those responsible would rather fail outright, apologies later, cry in public or just fade away than accept responsibility now, act now and share all the facts and truth about the situation from the onset of disaster.

All plans and response are dependent on supporting systems. Lose one, lose them all and you need an alternate response in order to be effective.

Systems Failure

All the best plans and considerations are inclusive of single and multiple system failures. Not in Japan. Little to no consideration has been given to a series of system failures such as communications, transport, access, health care, utilities and food supplies. This is painfully evident and compounded the issues while most have only discovered this lack of planning and preparation, after the fact.

Timing

Disasters and crisis seldom occur at a time of your choosing. Planning, training, rehearsals and response all need to be inclusive of the "worst possible time" concept. Weather has played a significant role in this calamity and it's painfully evident that all supporting plans (as limited as we now know) clearly did not encompass the foreseeable and historical bad weather patterns experienced in Japan. Rain, hail, sleet and snow all have an impact on the response to an earthquake, fire, tsunami and flood. Sometimes positively but also negatively.

Here we have seen a lack of preparation, triggered at the worst possible time, creating the mess that has affected millions of citizens, residents, expatriates, companies and travellers.

Conclusion

Japan and the Japanese people are not blame for this natural calamity but their culture and unique circumstances have compounded the response and increased suffering.

Any company or foreigner "caught out" by this phenomena has failed to localize their plans, management and response to crisis. The Truth About Japan's Earthquake, Tsunami and Nuclear Disaster

March of 2011 may end up setting records when it comes to devastating disasters. Earthquakes, floods, tsunamis, volcanic eruptions, ultimate weather and more. However, nothing verily comes close to the two edged threat caused by the March 12, 2011 Earthquake which may be one of the most severe of all time. Rated at between 9.0 and 9.4, depending on who you listen to, the quake and subsequent aftershocks have caused 310 billion dollars in damage as of this writing, thousands of lives with over six thousand dead and seventeen thousand citizen still missing. It had also created a potential nuclear nightmare.

The first fruit of the earthquake was a huge tsunami which stretched from the orient, all the way to the west coast of the United States. America managed to avoid the kind of wholesale destruction seen in Japan. The Japanese are known for being ready when it comes to such things as earthquakes, but this one caught them off guard. It was just too marvelous and created the additional nightmare of a tsunami that came ashore with heights that ranged from thirty to eighty feet.

Earthquakes that happen under the sea often create the most damaging tsunami waves. Waves of that type can be thirty to eighty feet high when they hit shorelines. The speed and power of the tsunami wave is irresistible and devastating to whatever and whatever in its path. Ships, land vehicles, structure and citizen are often tossed about like tiny toys in a bathtub. Even the natural shape of the land can be altered by the power of this phenomenon. It's practically as if it whether doesn't exist, or will never reach the shores of the Americas. Even religious leaders and broadcasters seem to be ignoring the nuclear situation. Most of them are more focused on using the earthquake and tsunami as fundraising tools for their individual programs and worldwide ministries.

Several days after the earthquake and tsunami hit Japan, one national religious broadcaster was in the midst of an each year fundraising effort. Although they run a text illustrated at the bottom of the screen asking citizen to pray for the Japanese, they did not mention the twin disasters during their live show and made no mention whatsoever of the nuclear threat posed by the power plants that were damaged. Instead, the preacher in payment asked citizen to send him ten dollars for a new internet ministry to receive financial blessings. If you didn't have the ten dollars, he suggested that folks go to their neighbors, borrow the money and send it off to him.

It's time for citizen to understand what is verily happening in Japan. Within forty-eight hours of the earthquake, a spokesperson for the Union of involved Scientists appeared on The Today Show and stated that the area colse to the Fukishima premise was registering one million times above general trace radiation levels. As of this writing, that same area is now said to have radiation levels ten thousand times above safe limits. The sea water colse to the Fukishima reactors has come to be highly contaminated with levels now over 1000 times normal.

More frightening than the current situation is the possibility that radiation from one or more nuclear reactors in Japan has been leaking into the world's natural environment for over a year. Any scientists have pointed out that the reactors have not been properly inspected for over ten years. They also say that old earthquakes and tremors in Japan may have caused damage that was not detected and might elucidate the enigmatic deaths of fish and birds throughout the world during the last Any years.

On March 9, 2011 over one million dead sardines clogged a marina in Redondo Beach, California. The cause of death remains unknown, but many were said to have had high levels of radiation in them. So much so that many could not be used for fertilizer as originally planned. Any fishing vessels within a thousand miles of Japan have reported pulling up nets full of dead fish within weeks of the earthquake. These fish also showed higher then general levels of radiation when tested.

Tens of thousands of dead fish washed up on the shores of the Chesapeake Bay in Maryland during the early months of 2011. Since December of 2010, 100 tons of fish have washed ashore near Paraná, Paranaguá, and other coastal towns in Brazil. New Zealand reported that hundreds of dead snapper fish washed onto the beaches of Coromandel on the North Island. Not all of these odd occurrences may be connected to some unknown or unreported release of radioactive materials, but I cannot recall a time when so many unexplained events of this type have happened so often throughout the world.

In early January over five thousand blackbirds and starlings fell out of the sky and were already dead when they hit the ground in Arkansas. Five hundred birds fell dead out of the sky in Louisiana less than a month later. In all, the U.S. Geological survey has reported that at least ninety mass deaths of birds and other wildlife occurred between June and December of 2010. None have been explained to the pleasure of scientists and most wildlife preservation societies; a few have complex over one thousand birds inexplicably dropping out of the sky dead.

It's upsetting to watch news and weather professionals basically lie to citizen about the potential danger to the United States and other nations posed by the Japanese nuclear disaster. They keep saying that any radiation carried to other areas by seawater currents will be completely dispersed, but is that verily true? If loads of dead fish are being pulled up in nets by fishing boats within one thousand miles of Japan and reports now indicate that one or more reactors may have been leaking for a over a year or more, can we not assume that at least some of the damage is already done?

As of this writing, on March 27, 2011, Japanese officials narrative that Any pools of radioactive water now exist in containment and/or nuclear reactor structure that are ten million times above normal. How long can this kind of contamination be contained? That is especially true when you consider the fact that the citizen trying to solve the question have admitted that they verily do not know how bad the leak is or even if that is the question in the first place. We must remember that sure types of radiation exposure tend to create damage on humans and animals from the inside out.

Let's take a look at the situation from a scientific, Biblical and prophetic standpoint:

As early as March 12, 2012, newspapers and broadcasters were development statements like "It's not good" about the nuclear disaster in Japan. It appears that the news media and their determined chosen scholar spokespeople are simply ignoring the reality of radiation science and development things up as they go along, attempting to quell panic among their readers, listeners and viewers.

The worst offenders are the citizen that claim to speak for the Lord. They stand in their pulpits and remain silent about the threat and the fact that Bible Prophecy is coming true while we watch. God has warned citizen about ignoring Him and disobeying His Will. For example, the Bible says in Psalm 9:17, "The wicked shall be turned into hell, and all the nations that forget God." There are many citizen in many nations that believe that God is merely a concept; that his Word is a book of fairy tales; that his prophecy and judgments are merely made up stories designed to frighten people. But, guess again!

During the past year we have witnessed a amount of disasters and odd events that have been foreseen, in the Word of God. These include numerous and marvelous earthquakes, devastating floods, pestilences, strange and unidentified objects seen in the skies all over the world, wars, conflicts, rebellions, the shrinking and then enlargement of the moon, famines and much more.

And Jesus answered and said unto them, Take heed that no man deceive you. For many shall come in my name, saying, I am Christ; and shall deceive many. And ye shall hear of wars and rumours of wars: see that ye be not troubled: for all these things must come to pass, but the end is not yet. For nation shall rise against nation, and kingdom against kingdom: and there shall be famines, and pestilences, and earthquakes, in divers places. All these are the beginning of sorrows."

Luke 21:5-11: And as some spake of the temple, how it was adorned with goodly stones and gifts, he said, As for these things which ye behold, the days will come, in the which there shall not be left one stone upon another, that shall not be thrown down. And they asked him, saying, Master, but when shall these things be? and what sign will there be when these things shall come to pass? And he said, Take heed that ye be not deceived: for many shall come in my name, saying, I am Christ; and the time draweth near: go ye not therefore after them. But when ye shall hear of wars and commotions, be not terrified: for these things must first come to pass; but the end is not by and by. Then said he unto them, Nation shall rise against nation, and kingdom against kingdom: And great earthquakes shall be in divers places, and famines, and pestilences; and fearful sights and great signs shall there be from heaven."

Isaiah 34:4: "And all the host of heaven shall be dissolved, and the heavens shall be rolled together as a scroll: and all their host shall fall down, as the leaf falleth off from the vine, and as a falling fig from the fig tree."

Ezekiel 22: 25-31: There is a conspiracy of her prophets in the midst thereof, like a roaring lion ravening the prey; they have devoured souls; they have taken the treasure and high-priced things; they have made her many widows in the midst thereof. Her priests have violated my law, and have profaned mine holy things: they have put no distinction between the holy and profane, neither have they shewed distinction between the unclean and the clean, and have hid their eyes from my sabbaths, and I am profaned among them. Her princes in the midst thereof are like wolves ravening the prey, to shed blood, and to destroy souls, to get dishonest gain. And her prophets have daubed them with untempered morter, looking vanity, and divining lies unto them, saying, Thus saith the Lord God, when the Lord hath not spoken. The citizen of the land have used oppression, and exercised robbery, and have vexed the poor and needy: yea, they have oppressed the stranger wrongfully. And I sought for a man among them, that should make up the hedge, and stand in the gap before me for the land, that I should not destroy it: but I found none. Therefore have I poured out mine indignation upon them; I have consumed them with the fire of my wrath: their own way have I recompensed upon their heads, saith the Lord God.

Zechariah 14:12: "And this shall be the plague wherewith the Lord will smite all the citizen that have fought against Jerusalem; Their flesh shall consume away while they stand upon their feet, and their eyes shall consume away in their holes, and their tongue shall consume away in their mouth."

It's important for citizen to understand that the world will probably not end tomorrow, but the events that are unfolding worldwide are verily a sign that we are witnessing the beginning of the end. God's patience is running out and it's time for citizen to survey their lives and their connection with the originator of our world! Do not be fooled by the happy talk of news media pundits and preachers sold out to the idea that having citizen retain their lavish lifestyles is more important than telling the truth as it's revealed in God's Word.

Decoding Disaster - Resistant Construction: New Bridge Expansion Joints Resist Earthquake Damage

In the aftermath of an earthquake, bridges are critical to evacuation and relief efforts. But, in order for a bridge to withstand the violent tremors of a major earthquake, every component must be engineered for seismic durability. Every part must work and move in unison. New expansion joints developed by Watson Bowman Acme now play a major role in the overall flexibility and earthquake preparedness of a bridge.

The innovation, the Wabo X-Cel Modular expansion joint system, required three elements: continuous improvements in product design, public and private sector collaboration and years of testing.

During a 10-year collaboration between Watson Bowman Acme and The University of California at Berkeley (UCB), full-scale performance tests were conducted at the University's Pacific Earthquake Engineering Research (PEER) Center on the X-Cel Modular expansion joint system.

The system underwent successful multi-movement testing at various speeds, ranging from 1 to 50 inches per second, as well as numerous seismic simulators - with no observed damage. Completed in 1997 and built with the Seismic Modular system, The César Gaviria Trujillo Viaduct, spanning 1,443 feet and located in the regional capital city of Pereira, is one of the longest cable-stayed bridges in South America. A point of pride in the region, the bridge connects Pereira with the cities of Dosquebradas and Armenia.

On January 25, 1999 those tectonic plates converged causing a magnitude 6.4 earthquake that wreaked havoc on the cities of Armenia and Pereira. The devastating quake killed 1,185 people and injured 4,750. Many structures were not built to meet seismic demands and quickly reduced to rubble. The César Gaviria Trujillo Viaduct remained standing.
